MPEDA came into being on 24 August 1972, consequent to the merger of the erstwhile Marine Products Export Promotion Council, set up by the Government of India in September 1961. The key sectors of its intervention are Market Promotion, Capture Fisheries, Culture Fisheries, Processing Infrastructure & Value Addition, Quality Control, Research and Development. As stipulated under the Foreign Trade Policy, a Registration-cum-Membership Certificate is required to be issued to exporters to avail of benefits under the policy. Availing of the certificate can also help exporters in claiming benefits as relates to Customs and Excise.

Exporters are grouped into four categories based on:

1. Manufacturer Exporter – is the owner of an approved processing plant, or an approved fishing vessel having onboard processing facilities, or live fish handling facility, or chilled fish handling facility or dried fish handling facility.

2. Merchant Exporter: an exporter who does not own a processing plant but uses the surplus capacity of an approved processing or handling facility.

3. The route via Merchant Exporter – one who is an Export House or Trading House or Star Trading House or Super Star Trading House having a certificate of approval issued by the DGFT.

4. Ornamental Fish Exporter: This is an exporter who exports only ornamental fish but not an exporter of live marine products for human consumption.

  • Implementation of development measures vital to the industry such as distribution of insulated fish boxes, putting up of fish landing platforms, improvement of peeling sheds, modernization of industry such as plate freezers, IQF machinery, generator sets, icemaking machinery, quality control laboratory, etc.
  • Development and promotion of brackish water aquaculture for production of prawn for export
  • Development and promotion of deep-sea fishing projects through test fishing, joint venture and equity participation

Documents Required for MPEDA Registration for Exporters

•    Address proof of applicant (Aadhar, Voter ID or Passport)

•    Utilization of surplus capacity of processing plant and handling plant in writing

•    Joint undertaking by the owner of the processing plant owner and owner of the handling facility

•    Registration Certificate of Processing Plant and Handling Facility, for endorsement

•    Registration Certificate of Storage Premises, for endorsement

•    Applicant passport-size photos

•    Copy of IEC code certificate

•    Approval letter from DGFT for route through merchant exporter

•    Copy of PO (Purchase Order)

•    Bank statement

•    Projected Turnover in the next 3 years.

•    Brand name of product exported

•    Certificate from the scheduled bank about the financial soundness

•    Bank guarantee up to 15 lacks for 5 Years if Merchant exporter

•    Exporter Registration certificate if Merchant exporter

•   Agreement letter with the owner of the processing plant or handling facility if the Merchant exporter

Registration Process in MPEDA

1. Application for an exporter license on the official website of MPEDA.

2. Application has to be made to the secretary or any other authority designated by him along with the prescribed fees.

3. All the application documents have to be signed.

4. The department will process your application and verify the veracity of the documents.

5. After verification, if satisfied, the department issues an MPEDA Certificate.

6. EIA Approval: After obtaining an MPEDA certificate, there should be obtained approval from EIA. It can be done by submitting the fees for registration along with a copy of the MPEDA certificate. The existing exporters can view or update their MPEDA certificate.

Validity and Renewal of MPEDA Registration

In the case of a manufacturer and merchant, the MPEDA certification of registration validity period is up to 3 years. The applicants can apply for renewal with prescribed fees for further use of the MEPDA certificate.
