LMPC Certificate
An LMPC (Legal Metrology Packaged Commodities) certificate is required for everyone who is importing pre-packaged goods into India. The Legal Metrology Act of 2009 monitors the import of goods, sale and distribution, to ensure accurate measurement and protect consumer rights.
Why is an LMPC Certificate Needed?
As per Rule 27 of the Legal Metrology Packaged Commodity Rules, you must get an LMPC importer license before bringing any pre-packaged goods into India for sale.
If you are importing pre-packed goods to India, then as per the rules under LMPC, compulsory registration has to be done to maintain transparency, discourage unfair trade practices, and for consumer protection.
If you’re selling pre-packaged products in just one state, you need to apply to the Legal Metrology office in that state. If you sell them in multiple states, you must register with the Central Director of Legal Metrology.

- GST Certificate
- IEC Certificate
- MSME Certificate (if applicable)
- PAN Card
- Aadhaar Card
- Rent Agreement (if applicable)
- Manufacturer’s name, address, email, and phone number
Who Issues the LMPC Certificate?
Both the State Controller of Legal Metrology and the Central Director of Legal Metrology have the authority to issue LMPC certificates. It usually takes up to 20 days for the certificate to be processed after applying.
Eligibility for Importer License
Any importer in India must comply with the Legal Metrology Packaged Commodities Rules before bringing goods into the country.
Information to Declare as an LMPC Certified Importer/Manufacturer:
- Name and address of the importer/manufacturer
- Description of the product
- Country of origin
- Quantity (weight or measurement)
- Date of import or manufacture
- Maximum Retail Price (MRP)
- Dimensions and size of the product
- Contact details for customer complaints
All of this information must be in Hindi or English and displayed clearly on the package.
Penalties for Non-Compliance
If anyone fails to follow the rules can result in fines of up to ₹4,000. If an importer applies for an LMPC certificate after the 90-day deadline, then they have to pay the late fees.
LMPC Certificate Validity
The validity of an LMPC certificate is a minimum of 1 year and a maximum of 5 years.
Exemptions from LMPC Registration
- The goods weigh less than 10 grams or 10 millilitres
- Agricultural products weigh more than 50 kilograms
- The products are cooked fast foods packaged by hotels or restaurants
- Other exemptions apply to certain industrial and institutional packages.
